4.0. Responsibilities
1.1. Project Manager:
1.1.1. Responsible for planned scheduling creation and overseeing the adherence and timely completion of PPM work carried out.
1.1.2. Increasing the technician's effectiveness, improving on project delivery, and managing and implementing improvement plans.
1.1.3. Ensuring that Health, Safety, and Environmental requirements are adhered to and followed.
1.1.4. Managing the team on technical best practices and establishing standard policies and procedures.
1.1.5. Develop good cooperation with the Consultant/Client.
1.1.6. Arranging meetings with clients for discussion of project progress and milestones.
1.1.7. Ensure that proper communication between all project parties is achieved.
1.1.8. Tracking all contractual issues with the Client
1.1.9. Give technical support and guidance to all the staff at the site.
1.1.10. Ensure proper flow of information between all parties.
1.1.11. Monitor program on-site by the approved work program
1.2. Site Engineer
1.2.1. To prepare and review the method of statement that will be submitted and approved.
1.2.2. Supervise and give an assignment for the team as per PPM.
1.2.3. Provision of all necessary information and distribution of responsibilities to his site team.
1.2.4. The constant coordination with the Safety Engineer to ensure that the works are carried out in a safe working atmosphere.
1.2.5. The constant coordination with the client for any works to be carried out and initiating the Inspection for the finished works.
1.2.6. He will ensure the implementation of any request that might be raised by the Consultant.
1.2.7. Efficient daily progress shall be obtained for all the equipment and manpower.
1.2.8. He will engage in the work and check the same against the daily report received from the supervisor.
1.2.9. The passage of all the revised information to the supervisor and ensure that it’s being carried out properly.
1.3. QA/QC Engineer
1.3.1. Remotely monitor site works, and ensure approved checklists are being followed.
1.3.2. Responsible for addressing any issue that arises by the client and resolving with the project manager & site engineer
1.3.3. Provide necessary forms and procedural documents which are controlled.
1.3.4. Random inspection of site execution work.
1.4. HSE Officer
1.4.1. The implementation of all safety measures following the HSE plan and that the whole workforce is aware of its proper implementation.
1.4.2. The implementation of safety measures is adequate to maintain a safe working environment during the execution activity.
1.4.3. Inspection of all the site activities and training personnel in accident prevention and proper reporting to the Project Manager.
1.4.4. The site is maintained in a clean and tidy manner.
1.4.5. Ensure only trained persons shall operate the power tools.
1.4.6. Ensure all concerned personnel shall use PPE and all other items as required.
1.4.7. Ensure service area/inspection area openings are provided with barricades, tape, and safety nets.
1.4.8. Ensure safe access to site work at all times.
5.0. Methodology
The project manager shall prepare the annual PPM plan for the HVAC system and share it with the client for initial review and approval. Once the PPM plan is approved the client and manager coordinate with the team and instruct to execute the PPM as per the approved plan. The below points are covered in the PPM procedure of the HVAC system.
1.5. Preparation of asset List
The project Engineer shall prepare the HVAC asset list of the facility summarize the existing mechanical and electrical health of the equipment and review the previous history of the equipment. As per the previous history of the equipment, current condition, and manufacturer recommendation project engineer shall prepare the PPM for the HVAC system
1.6. Preparation of PPM Plan:
As per the previous history of the equipment, current condition, and manufacturer recommendation project engineer shall prepare the PPM for the HVAC system and submit it to the Project manager for review and approval.
1.7. Submission of PPM plan to Client:
The project Manager shall submit the PPM plan to the client for review and approval. Once the PPM plan is approved, the Project manager shall share this plan to:
Supervisory Panels
1. Perform diagnostic checks, report problems
2. Test network communications
3. Review alarm and trend data, diagnose and initiate corrective action to correct problems
4. Check network interlocks and network programming
5. Review and adjust weekly and holiday schedules with building personnel
6. Upgrade panels to current firmware revision
Air Systems
1. Test and adjust operating sequences for fans, dampers, heating and cooling
2. Review temperature and ventilation operating set points against design criteria
3. Initiate changes to control loops, monitor control reactions, and adjust tuning parameters to achieve stable and accurate control
4. Review the physical operation of equipment. Report any maintenance requirements operation or maintenance issues
Geo Thermal, Heating & DHW Systems
1. Test and adjust operating sequences for boilers, pumps, valves
2. Review seasonal temperature operating set points against design criteria
3. Initiate changes to control loops, monitor control reactions, and adjust tuning parameters to achieve stable and accurate control
4. Check outside air temperature interlocks
5. Review the physical operation of equipment. Report equipment failures, repair, and maintenance requirements
Room Temperature Controls
1. Check controls for the operation of force flow and unit heaters
2. Check controls for the operation of Fan Coils
3. Check controls for the operation of radiant panel heating and reheat coils
Gas Detection Systems
1. Check controls operation
2. Annual calibration of sensors
3. Test and adjust operations
Chilled Water Controls
1. Check BMS controls operation of the Hiller, chiller pumps, and system
2. Check calibration of sensors, verify operational sequence
Snow Melt System Controls
1. Check controls for the operation of the snow melt system
2. Check the calibration of sensors
3. Test and adjust set point reset schedules
Training & Reports
1. Review with site personnel the current operating conditions of the systems
2. Provide training with building operator to review any changes and answer questions related to operating system
3. Provide a written report documenting each site visit
Quality Control & Assurance
[Company] shall implement a Quality Management System at the Project site covering the requirements of ISO 9001:2015 QMS and ISO 45001: 2018 Safety management system.
[Company] shall manage to:
1. Identify the maintenance processes needed for achieving quality service and products as per client satisfaction and applicable standards.
2. Determine the sequence and interaction of the execution processes, and determine criteria and methods required to ensure the effective operation and control of these processes.
3. Ensure the availability of information necessary to support the operation and monitoring of these processes i.e. project specifications/method statements.
4. Measure, monitor, and analyze these processes by following the maintenance and service plans.
5. Implement actions necessary to achieve the planned results and continual improvement.
6. Identify QHSE hazards associated with its activities and planning for risk control.
Health, Safety & Environment
Before commencing any work, the team shall strictly follow the client’s Health and safety recommendations for handling and use of the materials. Ensure all involved personnel shall be aware of the same. The general safety guidelines are given below:
1. Ensure the work area is safe & clean.
2. All employees shall adopt safe working practices.
3. Safety equipment PPE (Safety helmet, safety shoes, coveralls, gloves, goggles, face mask as applicable) is to be worn at all times.
4. When working at a high level, the appropriate safety harness shall be used and secured whilst working- extra care shall be taken whilst using tools at a high level to prevent dropping.
5. Ensure sufficient lighting is available during testing.
6. Report all accidents no matter how small to the Safety Officer on duty.
7. Proper access to the labor and equipment shall be provided for the works.
8. All machinery shall be checked for maintenance records.
9. The site shall be cleaned of all debris, steel waste, nails, etc.
10. Toolbox talks are to be conducted before the commencement of testing works.
11. Close supervision of safety requirements shall be provided.
12. All necessary barriers, signage lighting, etc., are to be provided and maintained.
6.0. Hazard Identification and Risk Assessment:
As per the scope of work, all activities are considered and detailed analyzed, identifying the Hazards and Risk has been assessed. Detailed hazard identification is attached.
