HSE DOCUMENTS-METHOD STATEMENT FOR ATV TELEHANDLER FORK LIFT


Methodology


ATV Telehandler Fork Lift:

1. This vehicle is classed as work equipment and as such falls under the Provision & Use of Work Equipment Regulations - PUWER - which call for regular inspection and maintenance. It should be visually inspected before use and any faults should be rectified as soon as possible. If any fault is immediately detrimental to its operation, it must be withdrawn from service for immediate repair.

2. Records of ATV Telehandler Fork Lift inspection and maintenance should be held as evidence of compliance.

3. The vehicle is also classed as lifting equipment and subsequently falls under the Lifting Equipment & Lifting Operations Regulations - LOLER - which call for regular Inspection, Maintenance, and Testing by a competent person. Maintenance and inspection/test records must be retained as evidence of compliance.

4. This vehicle is designed to work on all terrain whether it be unmade ground or surfaced. Any load must be picked up with the vehicle in a horizontal position on the left-right axis. Unloading must also be carried out in the same level position.

5. Loads must be within the safe working load (SWL) capacity of the vehicle.

6. Loads must always be carried at a low level and only raised to height when picking up or off-loading to a level resting point.

7. Raising a load on a sideways slope will effectively shift the center of gravity and will increase the risk of turning the vehicle over. Also, traveling across a slope may lead to a load to slide sideways off the forks. This activity is hazardous and should be avoided at all times.

8. When climbing a slope, the load must be facing the incline to prevent it from sliding forward off the forks.

9. When descending a slope, the vehicle should be reversed down the slope to prevent the load from sliding off the forks.

10. When a load is safely on the forks, the jib must be retracted and lowered to a low level for travel whilst ensuring there is a ground clearance to prevent contact on undulations. Failure to retract the jib may cause a lever effect which may imbalance the machine and cause the rear wheels to lift off the ground causing steering and traction difficulties.

11. The operator must be trained and deemed competent to operate the machine and should ideally hold a certificate to demonstrate this.

12. The operator must have good all-round visibility at all times so rear-view mirrors and screen wipers must be in full working order.

13. Lights must be in full working order at all times.
